Adoption Plan

Is there a term for "change" an IRA adoption agreement of September?
Founded in 2006. We have an IRA in September established in 2006 in which workers with 0 years of service, so the owner could be included. In 2007, we have employees and we intend to modify the agreement to include the adoption of the employees who have worked at least 1 year. Is it possible? If the case if it was made before the employee is hired or you can do now?
In practice, the IRS does not want to see a situation where each year has changed to prevent MS from including employees, but I think it would something for this issue. I've never seen any of these statements. The form of contract approved in September 5305 is an IRS simply maintain their business records and facilitate from the sponsoring company, if requested.
