Adoption of web sites, is this normal?

I was browsing online in search of sites that explain the adoption process and laws in IL (not I'm making, just curious). and I found a site that has photos and biographies of children waiting for adoption. This really struck me disgusting, I mean they are children, no dogs on petfinder.com. Is this normal? How is this right? Here is the site http://www.adoptinfo-il.org/
