Infant Adoption

In terms of different rates for infant adoptions based on race?
I remember asking this question in a body that has different race-based rights of the child. They said that the agency had received some form of subsidy (can not remember whether state or federal) that was designed to compensate the costs of adoption for the adoption of children from ethnic minorities (especially African-American or biracial) and therefore may require lower rates. I I asked, as there really grants? Reason was legitimate organization or are we being fed a line? It was 6-7 years ago, incidentally. Thanks.
